Become a HUD Certified Consultant
 
You can earn more money as a HUD Certified Consultant. With 3 years experience as a home inspector you can become a 203k Consultant, making as much as $400.00 to $1,000.00 an inspection, plus $50.00 per draw inspection, and 48.5 cents per mile over 30 miles round trip.

In 1996 I was ask by Alfred F. Curotola Acting Director of the Single Family Housing Division and his staff to develop a training manual and train consultants working within the jurisdiction of the Western Pennsylvania field office. The training manual was approved, and was contingent upon me allowing HUD employees to continually attend and monitor each session.
 
In 1997 I was invited to Washington D.C to meet with Kenneth Crandall, the head architect of the 203K program, now retired, and his staff.  I was asked to train consultants and develop a training manual that could be used nationally. This newly developed training manual includes all the 203(K) Handbooks and Mortgage Letters, and was approved by Vance T. Morris Director, Home Mortgage Insurance Division, and U.S. Department of Housing and Urban Development on February 5th, 1998.

Under the203k program, 5 draws are permitted; all draws over the program limit are the responsibility of the client or contractor.
 
 Feasibility study is a quick inspection of the property, with a “rough estimate” of work that will be necessary to comply with HUD’s requirements. Feasibility study is additional to the above fee chart.
 
When travel distance exceeds 30 miles round trip from inspectors office 48.5 cents per mile may be applied to the above charges, including road tolls and other charges where applicable.
 
Multi family, consisting of up to 4 units, adds $ 25.00 per unit doing Consulting.  
 
Multi family, consisting of up to 4 units, adds $ 25.00 per unit doing Review.
 
Consultant preparation consists of the following:
 
1.    Consultant agreement Package       
2.    Specification of all renovations. 
3.    Complete narrative description of renovations. 
4.    Contractors bid sheets. 
5.    Complete draw request form HUD 9746-A 
6     Change Order form HUD 92577 

Application Process
To apply for placement on the FHA 203(k) Consultant Roster, an applicant must submit the information listed below to the HOC in the area in which he/she will be conducting business.
Placement on the roster by one HOC will be recognized by all HOCs. However, the 203(k) consultant must notify the HOC if his/her primary location of business changes.
The application information should be submitted in the
following format. A list or resume documenting:
 
• A minimum of three years experience as a remodeling
contractor, general contractor or home inspector. A
state license as a state certified engineer or architect
may be submitted in lieu of the documentation of the
three years experience;
• Education; • Licensing (general contractor, home inspector, etc.). In those states where a Home Inspector is required to be licensed, the Department requires the applicant to be licensed and to provide proof of that licensing;
• A narrative description of the current/prospective
consultant's ability to perform home inspections, prepare
architectural drawings, use proper methods of cost
estimating and complete draw inspections; and,
• The applicant must also submit a certification verifying
that the consultant has read and fully understands the
requirements of HUD Handbook 4240.4, REV 2 (203(k)
Handbook) and all related materials listed in Attachment
1 of this Mortgagee Letter.
Future Program Enhancement
To further evaluate the 203(k) consultant's program
knowledge, the Department will soon develop a formal examination process similar to the test FHA appraisers must now complete.
The Department will issue additional guidance about this examination in the near future.
