Did you take the cover off the box? The “stuff” seems to be leaking out from behind the socket, as there does not look to be any on the top part of the plug in the picture.

looks like the guy used his pump to change the antifreeze in his car. soaked tag that pitches away from plug suggests that liquids origin is a little higher. maybe it sat on the garage floor until just before the inspection.

Jay I think you got it. The plug was in a puddle of green stuff while he used the outlet for something else. Anti-freeze is as good a guess as anything.
Back in the day an inspector would have tasted it!
