Defect:  Open vent in the attic needs to be serviced by a licensed specialist.  If it is an exhaust vent it should extend through an approved flashing to the exterior or mold and other moisture-related problems could result.  If it is a heat vent, it must be double-walled and extend through an approved flashing to the exterior.  Recommend evaluation by a licensed, qualified specialist.
