Defect:  Water heater (location) missing temperature, pressure relief pipe extension tube.  The TPR extension is meant to reduce the chance of scalding hot water splashing on a person nearby the water heater should the TPR valve activate.  Common installation practice is tube should extend down to floor within 6 to 8 inches (non-threaded end) clearance over a drain or pan to collect hot water.  Recommend installation of TPR extension tube ASAP per MFG recommendations.
