Defect:  Roof decking (sheathing) at junction point where drainage waste vent pipe exits through roof has large, highly visible moisture damage.  Discoloration of sheathing and evidence of leaking is present on piping.  Boot and or flashing is probable cause of this condition.  Recommend repair ASAP or roof sheathing and installation of proper boot and flashing by licensed, qualified roofing contractor.  Failure to do so will lead to future major damage and very costly repairs.

 

Note: Since this is an inside picture, this statement can only be verified by examination of the boot on roof so I am "guessing" here and can only go by the water damage evidenced here.
