I thought I'd leave one more jewel before I head out for the morning. Notice the method used to secure the feeder cable at this panel.

So wrong connector and wrong conductors. |

The conductor was actually a "plug-in" type for a manufactured home. A four-prong, 240 volt cord and plug, plugged into the service meter.

ya might wanna check the water heater that they stole the strap from, it might be tied to the wall with romex or something.
