Default SE cable connection

Wanted to get some opinions of the connection at this drip loop. The connection looks poor to me.

it does look kinda Joe home owner-ish, but i've seen the same connections for a range and theres always one layer of vynal tape over several layers of the thick black rubber (only stick to itself when you strech it) tape. can't realy see much els in the pic thou.

Looks like split-bolt connections. They are okay if installed as listed. I cant tell from the photo just how things are oriented. However, the look okay.
