Default 4-point inspection

When doing a 4-point inspection on a home older than 50 years and the date of an electrical update is unknown, do we have to have it inspected by a license electrical contractor using the "Electrical Inspection Form" put out by Citizen's?

You may want to re post this question on the private side of the board in the members only section. Many of us don't answer these types of questions here on the public side.
