Default What is this?

found this in a utility closet near waterheater. My thought was some sort of demand meter?

Any thoughts?

It is a load controller. It is so you can not run the electric heat pump, electric dryer, & electric water heater all at once.

Brian, thanks for the info. That was what I explained to the client my oppinion was just looking to be sure. Thanks also for your quote. I think I will use yours rather than mine.
