found this in a utility closet near waterheater. My thought was some sort of demand meter?

Any thoughts?

It is a load controller. It is so you can not run the electric heat pump, electric dryer, & electric water heater all at once.

The panel employs an electrical load controller that we do not have the expertise to evaluate. You may wish to have an electrician evaluate and or remove the electrical load controller.

Brian, thanks for the info. That was what I explained to the client my oppinion was just looking to be sure. Thanks also for your quote. I think I will use yours rather than mine.
