I assume they are referring to TSSA inspectors? Would this safety order apply to home inspectors? If so, how?

The order says "any person finding..."

How would someone NOT licensed by TSSA learn of this information?

Anyone can subscribe for their notices Roy. I believe they are speaking of anyone in the effected industries. See the "SENT TO" field.
