Default Crawl space moisture barrier

Does any inspector out there know of a code that requires 6mm moisture barrier on the crawl space floor?

I now have another question. I have been a member of NACHI for years but the above note says I'm not affiliated with InterNACHI. Is this now a saparate organization?

I'm from Indiana. We go by national building codes.
