Default Electrical panel

I inspected a home where they updated the electrical panel box. The box was mounted on a wall right behind the boiler and hot water heater. Romex wiring was exposed about 18" from the boilers flue pipe. Would this be a safety hazard being that close, or any kind of concern. Thank you.
