Default Electrical Panel Defects

Inspection today had a interesting electrical panel, How many defects do you see. I was told they upgraded from fuses and from the exterior service I expected a 100 amp panel.
This what I got.

I wish I had taken more pictures, there was also water lines above and beside it and no clearance in front.

DOUBLE TAPPING OF NEUTRALS IS A CODE VIOLATION A HAZARDOUS Situation see nec 408.41 each neutral needs to be individually in its terminal also see article 110 each terminal is intended for 1 wire only and the service wires feeding panel are detiorated and the lower voltage wires coming down with feeders is un acceptable to me it is a noncompliance write -up i will call it a failed inspection from JOSE A. GUILLEN ICC
