This is not a unique thing by any stretch of the imagination.

In Florida, there is an association known as FABI led by people who think that only certified Building Inspectors should be allowed to inspect homes.

Throughout America, the inspectors with 322 inspections are lobbying their congressmen for legislation that would say that only inspectors with 321 inspections should be allowed to inspect homes.

It's the same song with the same theme...just a different word here and there to make it sound "local". Bottom line: We want legislation that will affect the "other guy" and grandfather me.
