Default Free water anyone?

Did this inspection yesterday. First time I came upon one of these contraptions. Seemed pretty easy to figure out. This was a foreclosed vacant property with a sheriff notice on the door. Wonder if the water company will go after the previous owner?

Just wonder though how he or she was able to weld the T union below the main valve without closing the municipal service main.
