Default Garage step

I did an inspection on a new house today and I am pretty sure that there is supposed to be at least a 4" step between the garage floor and the living space. Please let me know what you think.

Thank you. I seem to remember a code (could not quote it or find it) that required a 4" step to prevent toxic gases from entering into the home.

Seriously though, a metal/rubber threshold with a sweep type seal (on the door bottom) to separate the spaces slightly, would have been nice.
