You cannot say this especially in the land that defends freedom and the right to a fair trial to the end. This is newspaper stuff and we know how accurate it can be!

So I've taken these 500 unproven frauds and done a bit of web research for stats. The state has a population of approx 19,500,000 and about 1 MD for every 256 persons, leading to an MD population of a little over 76,000. So That means the % of frauds (if they are frauds) is 0.66%, not too bad.

I wonder how many North American HI's could pass the Canadian National Certification Authority requirements??? Would the failure rate of certified inspectors/RHI's be as low as 0.66%?? No way!!! I doubt it would be below 30% at this point.
Roy and Michael:

Just talked to my contact at the NCA. He claims between 20 and 40% failure rate for first time candidates. He was with a client and couldn't elaborate as to different parts of country, age, length of time in business, type of training/experience as being the real separator as to who makes the grade.
