I had another problem today with my Goosemoose.com site so I had to look up my contact at Microsoft. I found this email he sent to me 3 months back. I have a few spammers on servers NEAR me ip wise, not even on the same damn server and it causes problems. Note what the microsoft guy says about how even 10 people can affect you:

Hi Dominic,
We’ve got a couple of different feedback loops. One is a program with a few hundred thousand Hotmail customers that actively grade email. If one of these people happens to receive an email from your domain and grade it you will be on the list. Of course, this impacts larger senders much more than a smaller sender. We also look at total junk mail complaints. I’ve seen these come in for senders who only send 10 emails a day. So it is hard to tell. We do have other factors that we use to help smaller senders.
In your case based on the information that we have your IP reputation is good. It just happened to be that your IP was in a range of spamming IPs.
