There is no way to stop anyone from signing up under different names unless a request is sent to a administrator who approves accounts. Then they would need to somehow set up a way to prove who you are. Don't see it happening and my advice to you is just ignore people you don't want to be associated it.

If he has a static IP they could. We have fiber optic internet, "connected" all the time. If he is on dial up, and gets a different IP address every time he connects, then they can't.
