WIND MITIGATION template/program

Is there a template or program for wind mitigation that results in a report with a filled out 1802 wind mit form and required photos?

Some inspection software does have one. Homegauge, HIP, 3D and Inspectmate. I do not know all of their features but they can produce the form. Most use an adobe form for just wind mits.
