I would assume that Ace will dictate what areas they want marketed to, and Nachi will use Inspectorseek to gleen the qualifying inspectors from.

This is all about marketing. Ace is not going to just give away $250K without having some say in the matter.

How are they going to measure "successful"? Gross upsales? Other?

Great question.
For Ace, success will be defined simply by:
- how many cards appear in the stores, and
- how much money was spent per card transaction.

For InterNACHI, success is defined in part by how well a national retailer supports and promotes InterNACHI home inspectors.

So it will be very important for the inspectors in the test areas to be sure to get their clients to actually use the cards! Don't just pass it off to them as a marketing freebie. The fate of this program is in their hands. The rest of us may never see these cards if inspectors in CO, NM, and WY are lazy about it. I suspect the three listed states are of their weakest markets.
