I think this part is to promote the possibility of "Green" and "Clean" environment...doesn't matter who pays for it. But you're right, guys...ain't no renter gonna pay thousands of bucks to improve someone else's property.

But, if this can happen, where would it stop? It could even be construed to include small things as well.

No matter what, it is still a slap against property rights or owners, regardless of its liability or feasibility.
