There is a built-up beam running through the middle of my basement. The beam does not bear the floor joists. The joists bear on a ledger board connected to the beam. Is that structurally sound?

The joists should be nailed into the side of the beam and use the ledger as a load feature. Yes it is fine.
I agree - I believe the ledger strip needs to be at least a 2x2
Yep. A lot of homes out there built that way. It’s actually still allowed by code here. There are guidelines now, I believe.
