i could only guess... vent pipe? Underground tank or other... it the SWS the water district there... that is a good question... never seen it before.

I agree with Chris that is probably an underground fuel oil tank.
Cleanup of these can be very expensive and is usually controlled by the state. Make sure you explain this to your client and disclaim it in your report. More good info I MAKE IT VERY CLEAR TO CLIENTS THE NEED TO UNDERSTAND EXACTLY WHAT THE RISKS ARE WITH REGARD TO BURIED FUEL TANKS. Cant really tell from that photo, you have more information. Basement? Location of property? Age of home?
