i could only guess... vent pipe? Underground tank or other... it the SWS the water district there... that is a good question... never seen it before.

Under ground fuel tank. The one on the right is the filler pipe.

One on the left is a breather to allow air to escape and enter the tank.

Of course I'm not positive. But pretty sure.

I agree with Chris that is probably an underground fuel oil tank.

Cleanup of these can be very expensive and is usually controlled by the state.

Make sure you explain this to your client and disclaim it in your report.

i have never ran into any fuel tanks in backyards here in sacramento bit that seems to be what it is thanlk you all for your help

i make it very clear to clients the need to understand exactly what the $$$ risks $$$ are with regard to buried fuel tanks.
