Default HELP NEEDED! Information on flood inspections?

We just got an e-mail from an InterNACHI member in Dubuque Iowa, which has been devastated by flooding. He wants to know where to get training and certification. His immediate concern is evacuees moving home too soon and trying to live under hazardous conditions. He wants to help his community be safe.

I know FEMA provides training and I think it's basically a 20-minute assessment, which sounds like what he's looking for.

Anyone who has suggestions or can expand on the FEMA information, especially with contact numbers... feel free.
