I'd suggest you break it up, way to much scrolling - keep the background the same, instead of going from a light colored to the graphics - remember the word KISS, "Keep it Simple Sweatheart" (or) as I really remember, "Keep it Simple Stupid".
Notice the background of this thread - light with dark characters or dark background with light characters - look at your website from other systems, go to a friends and pull it up on his/her system - pull it up using different browsers, it could surprise you at how it looks.
Try keep each page similar.
Appears that you have put a lot of useful information on your website - Well thats my two cents worth.
