The Vice President holds a tie breaking vote in the Senate and does not usually preside over the Senate. Since its conception, the role of casting a tie-breaking vote in the Senate has been exercised 242 times.


The Vice President of the United States with the most tie breaking votes is John Adams with 29.



If there is no sitting Vice President then the President pro tempore of the United States Senate serves as President of the Senate.



In practice, freshman senators are traditionally assigned the role of presiding over the Senate in order to learn Senate procedure.

Let's follow your (pardon the expression, People) logic.

Joe Biden has run for president twice. Neither time did he recieve more than 8% in any state primary. Yet, he is the VP choice and not Hillary, who got over 13 million people to vote for her. No one voted for Biden and Biden, twice, was deemed by his party to be not a good candidate because of his history of lying and plagerism. Besides, he is a bg mouth who puts both feet, regularly, into it.

Americans's speak, but the Dems don't listen.

Also, remember that the rules for the Democractic primaries (set by the Parties, not the government) determine that Dem primaries are not won by the person who get the most votes, but are deterrmined "proportionally" by the Dem party rules.

For example, in Texas Hillary won the popular vote, pretty substantually.

BUT, Obama got the majority of delegates.

At least, in the Primaries, the Republicans believe that the person who gets the most votes gets the most delegates.

Please examine the total "vote", by state, for Obama vs. Hillary, then check out the proportion of delegates (which is all the Primaries are supposed to produce) that each recieved. Not even close.

But, according to Joe, "We the People" determine things.

Joe, please check out your party's rules before you speak about things that you don't know about.

Wasn't Kerry supposed to whip his behind clear up to and even news during the day of voting. I think Kerry was actually pronounced the winner by a couple of stations. Low and behold, the America we thought was tired of "W" wins. Its a weird system for sure and the press just complicates matters.
