It's to prevent people from abusing the reputation system. It may seem unnecessarily restrictive at times, but it's better than one person going around giving out bad reputation (for no reason) all day.

How "bout if we all promised not to misuse the system--then could the ban be lifted???

Maybe we could all buy shares of reputations and then sell the ones we don't need to those who have nothing else better to do all day.
