How would you inspect this?

Saw this article and wondered how you would go about inspecting this facility. Obvious “deferred maintenance” and the electrical panels are just a joke.

Recommend demolition of all but a few as we can’t blow up the world more than once.
Just keep a virus that kills all life on earth under glass so anyone attacking also dies.
Bombs would disappear everywhere as all realize the doomsday devise is real and broadcast a live feed 24 hours a day of the fragile box container.
Massive amounts of money would be saved on defense.
