Charlotte County, Florida Requirements?

Can anyone share their knowledge of HI licensing requirements in Charlotte County, FL, please? I know that Florida doesn't require licensing as a whole, but heard that this particular county requires inspectors to have a contractor's (or similar) license in order to perform his/her trade there.

I tried on three separate occassions to reach the County Building Construction Services department (http://www.charlottecountyfl.com/BCS/). Twice I got voicemail (and no return call). On the third try I finally reached a human who told me the regs were too detailed to go over on the phone (i.e. she was too lazy/distinterested to spend 10 minutes with me), and that she would mail me the pertinent information. Alas, 10 days later and nothing in the mailbox. Big surprise.
