Default ESSB 5778 on house 2nd reading??
So I a received an e-mail that shows ESSB 5778 was placed on a second reading yesterday (April 4th).

"Apr 4 Placed on second reading by Rules Committee."

I thought this was off to sunrise review and dead in the house....What am I missing?
