"Inspectors should always bring with them gear that can provide them and their clients with protection against the hazardous situations inherent in inspections."

A client reading this may get the impression that their inspector is going to bring coveralls, respirators, safety glasses (although those are not mentioned in the article), etc and the client can follow the inspector up ladders, down craels, etc.
