Gary -

The repair thing came out of the House that way with that change marked. Rural legislators knew in many areas out in the netherlands there were MANY small towns not large enough to support a HI, and the only guy doing them was the towns plumber, elecxtrician, A/C guy, etc and if he couldn't do them they were SOL.
