Offered Starter Package price

I would like to know if the Starter Package offered by the association include membership. Does the $499 include membership or is that a separate bill.

I have been involved in building construction with a non-profit organization for a couple of decades, and I would like to get a license to become an inspector in the State of Illinois. Looking for options to train and get certified.

I like the options offered here and would like to know more.
