Default Another Deck Issue

Home constructed 1984 with cantilevered deck joists. All of the adjoining townhomes have or had the same deck design, original deck extended about 10' beyond rear wall with no vertical supports. Many of the decks have been replaced, including the one I inspected. The deck contractor cut the cantilevered joists flush at the rear brick veneer wall and lag screwed the new ledger board to the cut off original joist ends. To make matters worse, the original joists are not pressure treated.

I called the local permit office, no permits pulled for new deck, county would not allow this deck to house connection.
