When I first saw this from the ground, I thought it was sap. When I got closer and touched it, there seems to be small amounts of sawdust.

It looks like when they were doing the stucco if it is, its hard to tell from here. But I have seen them cutting causing sawdust, while the stucco was drying (if you can believe that).

Does your area require the tiles to be set in an adhesive?
It looks like the expanding urethane foam, which can be applied with a kit and a back pack unit or even by the can, similar to the Great Stuff foam expanding insulation gap sealer. Ed |

No adhesive requirement here. Thre are several areas across the fascia board that have this.
