Chimney chained to roof

Has anyone seen this type of chimney install before?
Do you know of any issues / problems with this install?

First time for everything I guess.

That almost looks like someone designed it that way.

Looking at the mortar joints in pic #1, it looks like a 3/4" to 1" lean out, or away from the house, in 32" high. I think maybe a repair job.
What did plumb bob say?

Chimney has moved and is displaced.
The chains and extra flashing is sub standard…
Recommend replacement…

its hard to keep em down on the farm once theve been to the city…

Are you sure the roof is not chained to the chimney?
The images are small. Any chance you could snip and enlarge the Jeffrey?

To me it could be one of two things:

1.) A footing support/settlement problem.
2.) If this house is in a earthquake region then it could be some type of earthquake restraint system.
