Covers for window wells

Does anyone know if the 2003 IBC or IRC requires that basement window wells, that are in close proximity to a porch or deck, are required to have a cover or grate over them ? This may be an AHJ rule but I cannot get ahold of the AHJ inspector. Thanks for any help....................Rick

I believe the rule is within 3 feet of a walkway a guard for protection from a fall hazard into the window well.
