It may be unconventional but other than the gap between 2x4s and the hazard for those wearing high heals, I don't see a problem.

Lattice not approved little people can climb it .
. No idea how the ledger board is fastened but do not see any flashing to stop water getting behind the board and causing decay . Could you indicate where that is stated?

Please Note:
Brian A. MacNeish is a non-member guest and is in no way affiliated with InterNACHI or its members.
For deck, balcony, patio floors more than 2' off the ground: Canadian NBC essentially bans it by not including it through requiring balusters spaced no more than 4" apart. Also requires that there be no horizontal framing or infill railing pieces from 4" to 36"....these act as footholds/ladder rungs for the older than toddler group.

Everything underneath appeared to be OK. The house was built in '50 so the rail was up to standards for that time. But not for todays standards.

If I was a buyer, the decking would be unacceptable to me. Therefore, I'd pretty much say so in my report.
I'm OK with the lattice, if it's in good condition and the thick type. "DECKING REQUIREMENTS All decking material shall be composed of dimension lumber (2" nominal thickness) or span rated decking in accordance with the American Lumber Standard Committee Policy for Evaluation of Recommended Spans for Span Rated Decking Products (November 5, 2004). Attach decking to each joist with 2-8d common nails or 2-#8 screws. Space decking boards approximately 1/8" apart. See Figure 11 for decking connection requirements at the rim joist. Decking may be placed from an angle perpendicular to the joists to an angle of 45 degrees to the joists. Each segment of decking must bear on a minimum of 4 joists. Decking not meeting the above requirements may be substituted when the product has been approved by the authority having jurisdiction."
