Default Electrical Question

New house, new electrical installation.
The conductor to the stove was (I suspect short) connected in a junction box prior to entering the panel. Is this a normal or correct install? Can the electrical contractor really do this on an new install?

Thanks guy's, I just realized that I posted this in the wrong section.
I understand that this is acceptable; however, this is a new house! IMO the electrical contractor should NOT be allowed to do this.

You may have to consider the possibility of vandalism. It is not uncommon for someone to come in and cut off some of the wires short. If the drywall was complete at the time, it may have required major damage to re-run the wire from the panel to the range. While I do not like to have an extra joint (especially in a high current carrying conductor), this may have been the best solution.

Trying to give them the benefit of doubt.
