Default Emergency escape and rescue windows

What would you say about these emergency escape & rescue windows? They do not open fully, they hit the front of the pit at 28 inches. I do not think they at a net clear opening 5.7 square feet. Check out the flashing around the windows!!!!

a casement makes a poor choice for an escape window in my opinion, but others may differ...that particular installation however was never finished and that well has to be one of the flimsyest i have ever seen....other than that......

Thanks! I used the IRC. There was only 20 inches of opening. But the windows could not be fully open. I need a drink. This area does not have AHJ.

20" x what?

20" is the minimum permitted dimension.
