Default Exterior step requirements

Are the requirements for exterior steps (min/max tread depth, min/max rise and runs) the same as for interior steps? Thanks.

(I am only inquiring about CODE for exterior. I know the code requirements for interior steps but am not sure if same applies to exterior steps. Thanks.)

Lighting might be different. I don't remember the NEC covering lighting of residential exterior stairs, but it does cover interior stairs.

R303.6 Stairway Illumination. All interior and exterior stairways shall be provided with a means to illuminate the stairs, including the landings and treads. … Exterior stairways shall be provided with an artificial light source located in the immediate vicinity of the top landing of the stairway.
