Default exterrio slab pipe to close

Just curious how do some of you inspectors write these up . This was
a pipe on outside exterrior and there was some excavation but really
no problems other than that looks of it and water ponding in this area . see pic

Where was the water intrusion? Looks like an abandoned pipe in the yard, function unknown, further investigation would be warranted to identify it's purpose.

Reminds me of a sprinkler, but the pic is a little 'fuzzy'.
