Default To flash or not to flash

all new construction... wood frame town homes... some windows have flashing above them, but 80% do not!
some have caulking from hardy siding to window, but 80% do not.
builder is in Georgia
I thing it's week construction!
What do you think?

Flashing is the best. Caulking always will fail. I see this all the time also, and make my client aware of the potential for water intrusion and damage.
