Default Garage floor height.

There is supposed to be a 4" curb from the garage floor to the house to reduce the risk of gas vapors. Correct!!

How would you document this scenerio!!
I made the notation above. Dont see how they could correct. House was built in 1977. When was the 4" curb rule started.

The city & myseld noted the missing railing.
