Default garage service door lock

Does anyone know of a IRC code that would prevent a builder from using an interior lockset on the garage service door?

Its the type that you can push a pin into it to unlock from the garage side to get in the house. This is all it has, no deadbolt present. The garage has an opener installed.

I don't know of any, so long as the door meets fire resistance reqs.

Its not habitable, therefore no lock is required......matter of fact I dont have a deadbolt on my garage door, but I do have a large Akita whom we have appropriately named BEAR ..... and there to back him up is Mr. H&K (plus one throw down knife)
