Default Gutters in Florida

I've been trying to figure out: Why in this area of Florida, where we have an annual average of 49" of rainfall, are so many houses here built without rain gutters and downspouts?

I realize there are no basements here, but crawlspaces are common, and there is often so much erosion at the edge of a slab.

It seems crazy to me. I recommend them on each inspection I do.

For this exact reason, I have a recommendation for gutters and why, printed on every one of my inspection reports. Especially in my region due to our full basements.
