Ledger board question

Are holes allowed in a ledger board for a deck? or does this follow the same rule as for holes and knotches in floor joists? I came across a ledger board yesterday where it had been cut to allow for a dryer vent to exhaust through it. Aside from the fact that a potential fire hazard had been created from the hole being screened and then completely blocked with inches of lint, I want to address the hole issue

As long as the ledger board is properly fastened, aka... bolts on both sides of the hole, I have no problem with it. That is assuming the deck joist is not located above the hole. If it is, bad deal.

Yeah, it was right at the end. They seemed to try to compensate for it by installing the post at the left.
