Default Porch joists
These joists for a porch have deterioration and what is similar to horse hair effect. Is this caused by moisture?

It looks like rough sawn wood to me.

Looks like rough sawn lumber to me also with a bit of fungi on same which often is not wood destroying.

How close to ground contact are you looking at?
