Default Is there a rule for consecutive steps w/o a landing?

I was asked a question this week and I have not found an answer. A past client is putting on a deck that is 14 feet above grade and wanted to know if there has to be a landing somewhere in between. The minimum amount of stairs would be 21 at an 8" maximum rise (allowed in Wisconsin). I cannot seem to find anything regarding landings except that they are required at the top and bottom of the staircase. It would seem to me that 21 steps is quite a few in a row.

IRC 2006 NJ Edition

R311.5.4 A flight of stairs shall not have a vertical rise larger than 12 feet between floor levels or landings.

IBC says (I think IRC is the same but not sure.):

1009.6 Vertical Rise.
A flight of stairs shall not have a vertical rise grater than 12 feet (3658 mm) between floor levels or landings.
